С 1 января 2023 года в Российской Федерации начало функционировать новое ведомство – Фонд пенсионного и социального страхования Российской Федерации (сокращенно Социальный Фонд России или СФР), явившее собой интеграцию двух столпов государственных структур – Пенсионного Фонда России (сокращенно ПФР) и Фонда Социального Страхования (сокращенно ФСС). Несмотря на длительную подготовку государственного аппарата к слиянию указанных структур, определенное количество вопросов по-прежнему остается неопределенным и требует официального разъяснения. Актуальность данной статьи обусловлена важностью донесения до широкого круга общественности необходимости создания Фонда, его основных полномочий и дальнейших перспектив развития сферы социальной поддержки населения. Основная цель работы заключается в анализе законодательной базы, регулирующей функционирование Фонда, обобщении сведений о текущих направлениях деятельности СФР, а так же определении основных методов, сфер и направлений его становления в долгосрочной перспективе.
The integration of the two main structures for the implementation of state obligations in the field of social policy – the Pension Fund of Russia (abbreviated FIU) and the Social Insurance Fund (abbreviated FSS) in January 2023 was the beginning of the existence of a new department – the Pension and Social Insurance Fund of the Russian Federation (abbreviated Social Fund of Russia or SFR). Preparations for the merger began quite a long time ago, however, at the moment, a large number of questions about the functioning of the Fund and its future activities remain unclear and require official clarification. The relevance of this article is due to the need to convey to the population of the country the extreme importance of creating the SFR, explaining its main powers and possible directions for the development of activities in the field of social protection and support of the population. The main purpose of the work is to analyze the legislative framework governing the functioning of the Fund, to summarize information about the current activities of the SFR, as well as to determine the main methods, areas and directions of its formation in the long term.
