В рамках статьи рассмотрена роль пенсионной системы в экономической и социальной сфере РФ. В работе сделан акцент на основных проблемах пенсионной системы РФ, рассмотрены этапы становления ПФР и НПФ. В работе обозначена необходимость реформирования социальных внебюджетных фондов и создания Фонда пенсионного и социального страхования. Определены цели и задачи пенсионной реформы, сделан акцент на том, что, как и во многих европейских странах реформа была связана с дефицитом собственных доходов фонда. При этом отмечается, что несмотря на проведенную пенсионную реформу, проблему, связанную с ростом доходов пенсионеров решить не удалось. Проведен сравнительный анализ деятельности НПФ в России. Для повышения доверия граждан к рынку НПФ, необходимы определенные экономические стимулы. Рассмотрены законопроекты, которые позволят значительно расширить рынок участников НПФ. Предложены меры по дальнейшему развитию пенсионной системы.
The article considers the role of the pension system in the economic and social sphere of the Russian Federation. The paper focuses on the main problems of the pension system of the Russian Federation, considers the stages of formation of the PFR and NPF. The paper outlines the need to reform social off-budget funds and create a Pension and Social Insurance Fund. The goals and objectives of the pension reform are defined, the emphasis is placed on the fact that, as in many European countries, the reform was associated with a deficit in the fund's own income. At the same time, it is noted that despite the pension reform carried out, the problem associated with the growth of incomes of pensioners could not be solved. A comparative analysis of the activities of NPFs in Russia has been carried out. To increase the confidence of citizens in the NPF market, certain economic incentives are needed. Considered bills that will significantly expand the market of NPF participants. Proposed measures for the further development of the pension system.
