в данной статье представлен новый подход к оценке эффективности реализации государственной региональной культурной политики. Актуальность разработки методики обусловлена отсутствием единого общепринятого подхода к оценке, при этом существует набор индикаторов, включающий в себя большое количество показателей, позволяющих оценить лишь уровень развития культурной сферы. Целью исследования является разработка комплексного подхода к эффективности реализации культурной политики на мезоуровне, включающего в себя оценку развития сферы культуры и эффективности управления, предусматривающую достигнутые показатели целевых программ развития культурной политики и оценку населением качества реализуемых программ. Для учета вышеизложенного используется интегральный индекс, который определяется произведением индексов изменения частных показателей трех подсистем. Взаимосвязанная система показателей, заложенная в расчет интегрального индекса, позволяет более или менее достоверно говорить об эффективности развития сферы культуры территории. Апробация методики оценки эффективности реализации культурной политики в регионе проведена на примере субъектов Уральского федерального округа. В основе расчета вышеописанных показателей лежат статистические данные, которые находятся в перманентном открытом доступе на официальных государственных ресурсах, уполномоченных на сбор и публикацию данной информации. Разработанная комплексная методика оценки эффективности реализации государственной культурной политики региона представляет сочетание объективного (оценка культурных процессов с помощью объективных показателей и оценка эффективности реализации государственной культурной политики территории) и субъективного (субъективная оценка населением мер культурной политики, проводимой администрацией региона) подходов. Разработанная методика позволяет: оценить эффективность реализации культурной политики различных территорий; проанализировать сложившуюся ситуацию в разрезе различных подсистем развития сферы культуры региона; определить факторы, которые отрицательно влияют на реализацию культурной политики и региона в целом; оценить возможности и перспективы развития сферы культуры региона; оценить эффективность использования ресурсов территории; оценить эффективность взаимодействия органов государственной власти региона и местного самоуправления.
this article presents a new approach to assessing the effectiveness of the implementation of the state regional cultural policy, since there is currently no single generally accepted methodology, while there is a set of indicators that includes a large number of indicators that allow assessing the level of development of the cultural sphere. The aim of the study is to develop an integrated approach to the effectiveness of the implementation of cultural policy at the meso-level, which includes an assessment of the development of the cultural sphere and the effectiveness of management, providing for the achieved indicators of target programs for the development of cultural policy and an assessment from the population regarding the quality of the programs implemented. To take into account the above, an integral index is taken, which is determined by the product of the indices of changes in the particular indicators of the three subsystems. The interconnected system of indicators embedded in the calculation of the integral index allows us to speak more or less reliably about the effectiveness of the development of the cultural sphere of the territory. The approbation of the methodology for assessing the effectiveness of the implementation of cultural policy in the region was carried out on the example of the subjects of the Ural Federal District. The calculation of the above indicators is based on statistical data that are permanently publicly available on official state resources authorized to collect and publish this information. The developed comprehensive methodology for assessing the effectiveness of the implementation of the state cultural policy of the region is a combination of objective (assessment of cultural processes using objective indicators and assessment of the effectiveness of the implementation of the state cultural policy of the territory) and subjective (subjective assessment by the population of cultural policy measures carried out by the administration of the region) approaches. The developed methodology allows: to evaluate the effectiveness of the implementation of cultural policy of various territories; to analyze the current situation in the context of various subsystems of the development of the cultural sphere of the region; to identify factors that negatively affect the implementation of cultural policy and the region as a whole; to assess the opportunities and prospects for the development of the cultural sphere of the region; to assess the effectiveness of the use of resources of the territory; to assess the effectiveness of interaction between the state authorities of the region and local self-government.
