Цель данной научной статьи заключалась в изучении влияния цены дизельного топлива на себестоимость сельскохозяйственной продукции и определении основных возможных механизмов снижения негативного воздействия этого фактора в сельском хозяйстве. Методы исследования: структурный анализ себестоимости, анализ цепных и базисных индексов затрат на нефтепродукты, факторный анализ себестоимости продукции, корреляционный анализ. В результате установлено, что цены на дизельное топливо и бензин для сельскохозяйственных организаций Красноярского края выше и среднероссийских, и средних цен в СФО. Основной инфляционный сезонный всплеск приходится на период с октября по декабрь, когда индекс роста стабильно выше 102-103,5% в месяц. В среднем расходы на нефтепродукты по отрасли в регионе составляют 15-16% от всех производственных затрат. В растениеводстве доля выше и составляет 18-20%, животноводство менее зависимо от нефтепродуктов (доля в пределах 4,5%). Эластичность влияние цен приобретения нефтепродуктов на производственную себестоимость в Красноярском крае: зерно (0,13 – 1%-е изменение цен на ДТ приводит к изменению в себестоимости продукта на 0,13%); овощи (0,192), картофель (0,115), молоко сырое (0,036), мясо КРС (0,04), мясо свиней (0,019), мясо птицы (0,012). Основные механизмы снижения негативного влияния топливной инфляции: топливный демпфер, субсидирование затрат на нефтепродукты, установление льготных отпускных цен на нефтепродукты, поставляемые сельскохозяйственным организациям, увеличение лимитов льготного кредитования для сельского хозяйства.
The purpose of this scientific article was to study the influence of the price of diesel fuel on the cost of agricultural products and to identify the main possible mechanisms for reducing the negative impact of this factor in agriculture. Research methods: structural cost analysis, analysis of chain and basic cost indices for petroleum products, factor analysis of the impact of production costs, correlation analysis. As a result, it was found that the prices of diesel fuel and gasoline for agricultural organizations of the Krasnoyarsk Territory are higher than both average Russian and average prices in the SFD. The main seasonal inflationary surge occurs in the period from October to December, when the growth index is consistently above 102-103.5% per month. On average, the costs of petroleum products in the industry in the region amount to 15-16% of all production costs. In crop production, the share is higher and amounts to 18-20%, animal husbandry is less dependent on petroleum products (the share is within 4.5%). Elasticity the impact of the purchase prices of petroleum products on the production cost in the Krasnoyarsk Territory: grain (0.13 – 1% change in prices for diesel fuel leads to a change in the cost of the product by 0.13%); vegetables (0.192), potatoes (0.115), raw milk (0.036), cattle meat (0.04), pig meat (0.019), poultry meat (0.012). The main mechanisms for reducing the negative impact of fuel inflation are: a fuel damper, subsidizing the costs of petroleum products, setting preferential selling prices for petroleum products supplied to agricultural organizations, increasing the limits of preferential lending for agriculture.
