Актуальность статьи определяется важностью фармацевтической отрасли с точки зрения обеспечения национальной лекарственной безопасности РФ в условиях санкций. Проведенный анализ показывает, что различные инструменты поддержки отрасли, применяемые, в частности, в рамках реализации программы «Фарма – 2020» дали свои положительные результаты. Оценка эффективности инновационной деятельности методам DEA показала, что отрасли имеют единичную инновационную эффективность, более того они эффективно в смысле Паретто-Кумпанса. Сравнение импорта и экспорта лекарственных препаратов показало, что можно говорить о смешанной модели импортозамещения, но говорить о полноценном импортозамещении как по объему, так и номенклатуре лекарственных препаратов еще рано.
The relevance of the article is determined by the importance of the pharmaceutical industry in terms of ensuring the national drug safety of the Russian Federation under sanctions. The analysis shows that various industry support tools used, in particular, within the framework of the implementation of the Pharma 2020 program have yielded positive results. The evaluation of the effectiveness of innovation activity by DEA methods showed that the industries have a single innovative efficiency, moreover, they are effective in the sense of Paretto-Cum-Balance. A comparison of imports and exports of medicines showed that it is possible to talk about a mixed model of import substitution, but it is too early to talk about full-fledged import substitution both in terms of volume and nomenclature of medicines.
