Целью статьи является выявление и обоснование особенностей и преимуществ использования инновационного подхода в региональном управлении по сравнению с традиционными подходами (пространственно-временным, воспроизводственным, проблемным и т.д.); формирование показателя, определяющего уровень инновационности регионального управления. Для определения возможностей и результативности реализации инновационного подхода в региональном управлении необходимо: представить основные элементы концепции инновационного подхода в региональном управлении и обоснование ее актуальности в современных условиях; рассмотреть этапы становления и совершенствования инновационного подхода к региональному управлению; обозначить основные особенности каждого этапа; выделить отличительные черты инновационного подхода, используемого в региональном управлении; определить состав научно-инновационной среды региона и ее роль в стимулировании инновационного управления; провести анализ результативности региональной политики по активизации инновационной деятельности и формирования инновационного климата; рассмотреть преимущества и недостатки индекса инновационного развития как основного показатели оценки его уровня. В исследовании обосновывается, что существующая система оценки уровня результативности применения инновационного подхода в региональном управлении не учитывает основных его характеристик, таких как развитие научно-исследовательской инфраструктуры, уровня финансирования инновационной деятельности, инновационной активности населения региона и других важных составляющих. Кроме того, определение индекса инновационного развития региона предполагает учет целой системы показателей развития территории без учета управленческой составляющей. Следовательно, необходим альтернативный показатель, который позволит судить об уровне инновационности управления регионом. Представленные в статье теоретические аспекты и практические рекомендации могут быть использованы региональными органами власти с целью определения уровня инновационности регионального управления, а также мониторинга и прогнозирования социально-экономического развития. Оригинальность, новизна и научная значимость состоит в расширении понимания особенностей инновационного подхода в региональном управлении, систематизации данных о его практических аспектах. Практическая значимость основана на представлении рекомендаций по определению результативности инновационного подхода в региональном управлении.
The purpose of the article is to identify and substantiate the features and advantages of using an innovative approach in regional management in comparison with traditional ones (spatial-temporal, reproductive, problematic, etc.); the formation of an indicator determining the level of innovation in regional management. To determine the possibilities and effectiveness of the implementation of an innovative approach in regional governance, it is necessary to: present the concept of an innovative approach in regional governance and substantiate its relevance and necessity in modern conditions; consider the stages of formation and improvement of an innovative approach to regional management; identify the main features of each stage; highlight the main distinguishing features of the innovative approach in regional management; determine the composition of the scientific and innovative environment of the region and its role in stimulating innovative management; to analyze the effectiveness of the regional policy to enhance innovation and the formation of an innovation climate; consider the advantages and disadvantages of the innovation development index as the main indicators for assessing its level. The study substantiates that the existing system for assessing the level of effectiveness of the application of an innovative approach in regional management does not take into account its main characteristics, such as the development of research infrastructure, the level of financing of innovative activities, the innovative activity of the population of the region and other important components. In addition, the definition of the index of innovative development of the region involves taking into account the whole system of indicators of the socio-economic development of the territory without taking into account the management component. Therefore, an alternative indicator is needed that will allow one to judge the level of innovation in the management of the region. The theoretical aspects and practical recommendations presented in the article can be used by regional authorities to determine the level of innovativeness of regional management, as well as monitoring and forecasting socio-economic development. Originality, novelty and scientific significance consists in expanding the understanding of the features of the innovative approach in regional management, systematizing data on its practical aspects. The practical significance is based on the presentation of recommendations for determining the effectiveness of an innovative approach in regional management.
