Целью данной статьи является определение гендерных аспектов, влияющих на эффективность карьерных стратегий женщин в системе государственного и муниципального управления. В рамках исследования проведен анализ гендерной структуры лиц, замещающих муниципальные должности и должности муниципальной службы в разрезе групп должностей Российской Федерации в динамике, с акцентом на 2017, 2020, 2023 гг., а также анализ изменения половозрастных составов Государственной Думы Федерального Собрания РФ в разрезе созывов (с 1по 8). Проведен анализ различия лидерских качеств в разрезе гендера и определены факторы, негативно влияющие на карьерное продвижение женщин, которые можно разделить на системные и индивидуальные.
The purpose of this article is to identify gender aspects that affect the effectiveness of women's career strategies in the system of public and municipal administration. The study analyzed the gender structure of persons holding municipal positions and municipal service positions in the context of groups of positions of the Russian Federation in dynamics, with an emphasis on 2017, 2020, 2023, as well as an analysis of changes in the gender and age composition of the State Duma of the Federal Assembly of the Russian Federation in the context of convocations (from 1 to 8). The analysis of differences in leadership qualities in the context of gender is carried out and the factors that negatively affect the career advancement of women are identified, which can be divided into systemic and individual.
