Автор данной публикации открывает серию статей, как ремарки к стратегическому планированию развития регионов Северо-Востока России. Показывается как последствия отхода от экономических теорий могут привести к тупиковым векторам социально-экономического развития целых регионов. Предприняты попытки увязки предпринимательской инициативы корпораций с региональным стратегическим планированием на горизонтальном уровне и сопряженности положений региональных стратегий с национальным. В статье отмечается низкий уровень научной, и как следствие законодательной обеспеченности проблем освоения Арктической зоны России, в т.ч. горной ренты. Подчеркивается необходимость эволюционного развития опорных точек роста региона с государственным протекционизмом только в начальном периоде освоения и безусловная государственная опека развития традиционных форм хозяйствования местных сообществ.
The author of this publication opens a series of articles, as remarks, on strategic planning for the development of the regions of the North-East of Russia. It is shown how the consequences of a departure from economic theories can lead to a dead-end vector of socio-economic development of entire regions. Attempts have been made to link the entrepreneurial initiative of corporations with regional strategic planning at the horizontal level and its interconnection with neighboring regions, as well as the consistency of the provisions of regional strategies with the national one. The article notes the low level of scientific and, as a result, legislative support for the problems of development of the Arctic zone of Russia, including mining rents. The necessity of the evolutionary development of the main points of growth of the region with state protectionism only in the initial period of their development and unconditional state guardianship of the development of traditional forms of management of local communities is emphasized.
