Эта третья статья в серии статей автора о регионах Северо-Восточного мезорегиона России по их действующим стратегиям социально-экономического развития после командировок в эти регионы в 2023 г. и изучения литературы в рамках государственного задания Минобрнауки РФ. Организация жизни общества в регионе, действительно, задача многогранная и сложная. В стратегиях регионов в этой многосложности планирования порой упускается определение тех звеньев в цепи проблем, за которые необходимо ухватиться и вытащить всю цепь. В статье этими звеньями представляются перевод на электроотопление зданий и сооружений и благоустройство общественных пространств; развитие сельского хозяйства и переработка его продукции; и развитие индустрии отдыха. В статье показана расчетами наличие достаточной энергетической инфраструктуры, указана обеспеченность транспортной и социальной инфраструктурой, и они являются благоприятными стартовыми условиями обеспечения комфортности проживания населения области.
This is the third in a series of articles by the author about the regions of the Northeastern mesoregion of Russia according to their current socio-economic development strategies after business trips to these regions in 2023 and studying literature as part of the state assignment of the Ministry of Education and Science of the Russian Federation. Organizing the life of society in the region is indeed a multifaceted and complex task. In this complexity of planning, regional strategies sometimes miss the definition of those links in the chain of problems that need to be grasped and pulled out the entire chain. In the article, these links are represented by the transfer to electric heating of buildings and structures and the improvement of public spaces; the development of agriculture and the processing of its products; and the development of the recreation industry. The article shows the calculations of the availability of sufficient energy infrastructure, indicates the availability of transport and social infrastructure, and they are favorable starting conditions for ensuring the comfort of living of the region's population.
