В статье рассмотрены вопросы эффективности самоуправления в части обеспечения качества жизни населения и развития территории. Цель исследования – это выявление и расчет показателей эффективности работы самоуправления муниципальных районов региона по повышению качества жизни населения вверенных территорий. Использовались методы систематизации научных знаний и статистического анализа. Рассмотрены труды российских и зарубежных ученых. Уточены понятие «качество жизни», основные цели, задачи и слабые места концепции «качества жизни». По данным 2023 года исследованы показатели по муниципальным образованиям Республики Марий Эл, проведен анализ эффективности местного самоуправления. Выявлено, что эффективность самоуправления проявляется в выравнивании важнейших показателей качества жизни независимо от доходности территории и лидировании по отдельным частным показателям. Важнейшим критерием эффективности самоуправления выступает коэффициент вариации показателей в разрезе районов региона.
The article discusses the effectiveness of self-government in terms of ensuring the quality of life of the population and the development of the territory. The purpose of the study is to identify and calculate indicators of the effectiveness of the self–government of the municipal districts of the region in improving the quality of life of the population of the assigned territories. Methods of systematization of scientific knowledge and statistical analysis were used. The works of Russian and foreign scientists are reviewed. The concept of "quality of life", the main goals, objectives and weaknesses of the concept of "quality of life" are clarified. According to the data of 2023, indicators for municipalities of the Republic of Mari El were studied, and an analysis of the effectiveness of local self-government was carried out. It is revealed that the effectiveness of self-government is manifested in the alignment of the most important indicators of the quality of life, regardless of the profitability of the territory and leadership in individual private indicators. The most important criterion for the effectiveness of self-government is the coefficient of variation of indicators in the context of the regions of the region.
