В статье рассматриваются теоретические и практические аспекты системы оценки эффективности деятельности высших должностных лиц (руководителей субъектов) и органов исполнительной власти регионов Российской Федерации. Проведен обзор нормативно-правовой базы оценки, включающий ключевые этапы ее эволюции с выделением изменений в перечне показателей и критериев. Отдельное внимание уделено интеграции показателей цифровой трансформации (цифровой зрелости) в систему оценки деятельности региональных органов власти. Приведен анализ результатов оценки эффективности в разрезе регионов РФ: выделены наиболее эффективные регионы-лидеры и регионы-аутсайдеры, отмечаются факторы, повлиявшие на их положение. Рассмотрен зарубежный опыт оценки результативности регионального управления и возможность его применения в российских условиях. Сформулированы выводы и рекомендации по совершенствованию системы оценки эффективности региональной власти, включая уточнение показателей с учетом цифровой экономики и качественных аспектов работы органов управления, а также меры по повышению объективности и стимулирующей роли оценки.
The article examines the theoretical and practical aspects of the system for assessing the performance of the highest officials (heads of regions) and executive authorities of the constituent entities of the Russian Federation. A review of the regulatory and legal framework for performance evaluation is carried out, highlighting key stages of its evolution and changes in the list of indicators and criteria. Particular attention is paid to the integration of digital transformation indicators (“digital maturity”) into the performance assessment system of regional authorities. The analysis of efficiency assessment results across the regions of the Russian Federation is presented, identifying the most effective leading regions and lagging regions, as well as the factors influencing their positions. The paper considers foreign experience in evaluating regional governance performance and the potential for its application in the Russian context. Conclusions and recommendations are formulated to improve the performance evaluation system of regional authorities, including the refinement of indicators in the context of the digital economy and qualitative aspects of governance, as well as measures to enhance the objectivity and incentivizing function of evaluation.
