Актуальность проведенного в статье исследования определяется целевой необходимостью развития малого инновационного бизнеса, решающего задачи диверсификации экономики старопромышленных регионов России в новых геополитических реалиях. Роль и значение малого инновационного бизнеса в различных исследованиях определяется как эволюция экономических систем с менее развитого типа на более высокий уровень. Развитие самостоятельности и импортозамещения научно-технологических центров новых ядер экономического развития требует применения новых мер и механизмов развития малого инновационного бизнеса старопромышленных регионов мира и России. Результат: формирование новых разделов мировой хозяйственной системы и значительные геополитические изменения. Сформированы самостоятельные научно-технологические центры многополярного мира: Россия, КНР, Индия, Бразилия и др). Разрешение многочисленных противоречий в процессе становления многополярного мира реализуется через военные конфликты, что создало благоприятные условия развития старопромышленных регионов во всем мире. Анализ возможностей развития научно-технологической государственной политики для развития малого инновационного бизнеса в старопромыщленных регионах России становится определяющим фактором формирования одного из мировых центров роста экономики.
The relevance of the study conducted in the article is determined by the need to develop small innovative businesses that solve the problems of diversifying the economy of old industrial regions of Russia in the new geopolitical realities. Analysis of the possibilities of developing scientific and technological state policy for the development of small innovative businesses in the old industrial regions of Russia is becoming a determining factor in the formation of one of the world centers of economic growth.
