FORMATION OF TERRITORIES WITH A SPECIAL INNOVATIVE STATUS IN THE AGRO-INDUSTRIAL COMPLEX: INSTITUTIONAL ASPECT

Abstract

The purpose of the study is to substantiate the need to form territories with a special innovative status in the agro-industrial complex of Russia from the point of view of creating appropriate institutions. The author formulated and justified proposals for improving the institutional forms of innovation management: the methodological basis for the formation of agricultural territories with a special innovative status is proposed. The implementation of these proposals in practice will stimulate the development of new technologies and create prerequisites for the transition of the agro-industrial complex of Russia to a new technological order. The article identifies the main problems associated with the development of innovations in the agro-industrial complex of the Russian Federation and state regulation of this process: the lack of transparency of the subsidy distribution system; lack of market incentives to increase the competitiveness of agricultural enterprises through resource, energy conservation and greening of production processes; implementation of innovations in the absence of a clear mechanism for the transfer of innovations to the agro-industrial complex and systems of technological and cad equipment of agricultural enterprises.
