The article explores the role and place of institutional relations in the conditions of the modern regional economy, as well as various approaches to the formation of conditions for its development which are based on the usage of the labor potential of the territory. The importance of effective use and expanded reproduction of the labor potential of the region as a factor of intensive socio-economic development of post-industrial society is analyzed. Various aspects of the development of the regional economy and the influence of institutional relations on its dynamics through the mechanisms of realization of labor potential are considered. The features of the formation of labor resources, trends in this sphere, as well as mechanisms of overcoming of crisis in the sphere of use of labor potential in the conditions of the regional economy are studied. Particular attention is paid to the issues of the efficiency of reproduction and use of the labor potential of the regional economy as a key factor of innovative economic development. The main trends in the development of the regional economy in the context of the formation of labor resources are highlighted. The directions of increasing the efficiency of the realization of labor potential in the conditions of modern regional economic systems are proposed.
