Abstract

Currently, there is an intensification of innovation-oriented investments designed to ensure the successful functioning of enterprises in the conditions of the COVID-19 pandemic. In particular, the GII index (Global Innovation Index) shows that enterprises continue to invest in R&D, the number of scientific publications, intellectual property applications, investments through venture transactions is growing. R&D expenditures have even exceeded their pre-crisis level. They proved to be more stable during the economic downturn caused by the pandemic than during other crises. The purpose of this article is a comparative analysis of the innovation activity of countries and regions in accordance with the rating of the Global Innovation Index (GII) to understand the response to the pandemic in the innovation space and identify existing problems. This index makes it possible to evaluate the effectiveness of 132 countries and classify their innovative ecosystems. We have analyzed the innovative activity of countries in the regional context, identified regional leaders. It has been established that governments and business leaders in developed countries have already developed new R&D strategies designed to ensure their competitiveness.
