The demographic situation is the driving force of balanced socio-economic development, since demography and the economic system are interrelated and mutually influencing categories. The population is one of the priority resources of balanced socio-economic development, since its quantitative and qualitative indicators make it possible to determine the human potential of the country, and in modern society the main factor of economic growth is precisely the human potential, on the condition of which the effectiveness of the use of all other development resources depends. The aim of the study is to analyze the dynamics of the demographic situation in Russia and the Arctic zone of the Russian Federation, as well as the development of demographic policy tools in the interests of a balanced socio-economic development of the Russian Federation and the constituent entities of the Russian Federation, included in whole or in part in the Arctic zone of the Russian Federation. The proposed federal and regional instruments of demographic policy can contribute to a gradual increase in the population in Russia and in the Arctic zone of the Russian Federation in particular.
