Abstract

Subject. The study of the development factors of high-tech exports of the innovative special economic zone (hereinafter referred to as the SEZ) with biotechnological and pharmaceutical specialization increasingly actualizes the need to create medicines and forms under the sanctions of the Western countries. There is an increase in demand for the development of new methods of treatment for the needs of the health care of the world and the Russian Federation, in particular in the context of Western sanctions. In the context of the pandemic, global demand for the development of medicines against COVID 19 and its consequences is increasing. In turn, the pandemic challenge manifests itself as a global phenomenon covering all countries and continents without exception. An effective response to this global threat for the Republic of Bashkortostan is the creation of an innovative SEZ with the appropriate specialization. Such a response, in our opinion, will allow the innovation subsystem of the Republic of Bashkortostan to fend off the consequences under the sanctions of Western countries. The increased external threat and increasing global competition in the biotechnological field creates new challenges, which consist in the growth of transnational corporations (hereinafter referred to as TNCs) related to the biotechnological industry. In the context of Western sanctions, import substitution of medicines can become the driving force behind the economic development of the economy of the Republic of Bashkortostan in the global economy based on export supplies. The article explores the possibility of a state policy response to the emerging global competition resulting in the sanctions of the Western countries, for the development of the innovation subsystem of the Republic of Bashkortostan in the form of creating an innovative SEZ with biotechnological and pharmaceutical specialization.
Target. Disclosure of the development factors of high-tech exports of the innovation subsystem of the Republic of Bashkortostan through the creation and development of an innovative SEZ with biotechnological and pharmaceutical specialization under the sanctions of Western countries.
The objectives of the study are:
– establishment of factors that actualize the creation of an innovative SEZ with biotechnological and pharmaceutical specialization for the development of high-tech exports;
– unlocking the potential for creating an innovative SEZ with biotechnological and pharmaceutical specialization in a pandemic for the development of high-tech exports.
Methodology. In the process of studying the factors and potentialities of creating an innovative SEZ with biotechnological and pharmaceutical specialization, methods of logical and statistical analysis were used.
Results. The necessity and possibility of creating an innovative SEZ with biotechnological and pharmaceutical specialization in the context of Western sanctions for the Republic of Bashkortostan with the aim of independently generating intellectual property objects and intangible assets for the development of innovative processes in the biotechnological and pharmaceutical sectors of the Russian economy, developing high-tech exports, is substantiated.
Conclusions. The transition to domestic research and development in a pandemic is becoming a factor in the sustainable development of the healthcare system, the development of labor resources and the economic system of Russia as a whole. The concentration of biotechnological and pharmaceutical activities within the innovative SEZ can have a positive effect in the fight against the COVID-19 pandemic and other diseases. The localization of innovative processes within the framework of the SEZ is capable of creating a number of medicinal and biologically active drugs of a new generation and import substitution of expensive foreign medicines and developing high-tech exports.
