A HARMONIOUS APPROACH TO THE DEVELOPMENT OF AGRICULTURAL MUNICIPAL TERRITORIES

Abstract
The purpose of the research presented in the article is to develop and substantiate the need, in the management of the development of agricultural territories, for a smooth transition from the concept of sustainable development to the concept of harmonious development. As a result of the study of theoretical sources, as well as legal acts devoted to the sustainable development of agricultural territories, the article makes the statement that the term "sustainable development of agricultural territories" and "harmonious development of agricultural territories" are not synonymous. The fundamental difference between these two concepts lies in the differences in understanding the essence of harmony in the East and in the West. Based on this difference, using the method of content analysis, the author's interpretation of the term "harmonious development of agricultural territories" is proposed in the article, and the distinguishing features of harmonious development from sustainable development are described. According to the results of the study, the harmonious development of agricultural territories is based on decisions that do not contradict the moral principles and value orientations of the population living in these agricultural territories. In addition, solutions aimed at the development of agricultural territories must necessarily generate a synergistic effect from the interaction of economic, environmental and social factors. Thus, the harmonious development of agricultural territories is a process of qualitative transformation of agricultural territories, which is based on the most important value orientations, the achievement of which can be made possible through the use of tools and methods of influence that simultaneously positively affect the environmental, economic and social spheres of human life and society. The conceptual foundations proposed by the authors for the harmonious development of agricultural territories can be applied in the development of new mechanisms for managing the development of territories focused on improving the level and quality of life of rural residents.
