REGION’S SUSTAINABLE DEVELOPMENT ASSESSMENT METHODOLOGY PREDICATED ON THE CONCEPT OF “GREEN” ECONOMY (THE CASE STUDY OF THE ALTAI REPUBLIC)

Abstract

The study reflects the methodology worked out for the purpose of assessing the sustainable development of the region based on the concept of “green” economy using the case study of the Altai Republic. The purpose of the research is to develop and test the methodology for assessing the sustainable development of the region. The target of research is a natural resource potential of the Altai Republic in relation to its economic, environmental, and social development as well as the fundamentals of the concepts of “green” economy and sustainable development. The research subject is a set of theoretical and methodological issues for assessing the sustainable development of the region based on the concept of “green” economy. Predicated on a “green” economy concept and the Sustainable Development Goals, the author proposes a system of indicators of the region’s sustainable development, which includes the calculation of indices for the “green” indicators of the Sustainable Development Goals for the researched period and their analysis in dynamics, as well as the calculation of an integrated indicator – the region’s sustainable “green” development index. The index of the region’s sustainable “green” development ensures the monitoring of the stable development of the region; it is convenient for calculation and informative. The analysis of the dynamics of indices for the “green” indicators of the Sustainable Development Goals provides an opportunity to draw conclusions about the patterns of their implementation in the region, to tackle problematic issues, and to identify positive trends. The study presents the results of calculations of sustainability indicators of the Altai Republic based on the Sustainable Development Goals and the concept of “green” economy as well as the theoretical and practical significance of the proposed methodology.
