CLUSTERIZATION AS A BASIS FOR POTATO MARKET DEVELOPMENT IN THE REGION

Abstract

In the context of the pandemic and the threat of a new coronavirus infection (COVID-19), the production and self-reliance of domestic food products, including potato vegetables, is of particular importance. And to saturate the domestic and external markets with relatively affordable and quality food products, including semi-finished products from potatoes and vegetables, there are certain opportunities and potential for rural producers of Russian regions.

The article analyzed the state and development of the potato and vegetable market in the Republic of Bashkortostan, as a result revealed the problems of the functioning of the potato and vegetable industry, consisting in the lack of infrastructure facilities, including for storing and sorting the harvest. The main directions for the implementation of the program to increase food security of territories (country, constituent entities of the Russian Federation), including by providing the domestic and external market with relatively affordable food and semi-finished products, have been determined.

The conclusion concluded that one of the options for integrating the entire technological chain, from organizing financing for the cultivation of potatoes and vegetables, their processing to marketing in a retail network or selling outside the republic, is the creation of specialized agricultural firms for the production of potato and vegetable products, and also recommended on their basis the formation of a potato and vegetable cluster with wide use of the principles of cooperation. Due to the implementation of cluster policy in the region, it is possible to increase the volume of potato and vegetable products through an increase in value-added products, the involvement of local organizations in cooperative relations; stimulating innovation and scientific activity in the territory, which also provides an additional impetus for the development of small and medium-sized businesses.
