GOVERNMENT FUNDING AGRICULTURE: CURRENT METHODS

Abstract

The article discusses current ways of state financing of the agricultural sector of the Russian economic system in the context of global geopolitical and financial and economic instability in order to maintain Russia's national security through ensuring economic security, including food security.

The author suggests paying special attention to the need for stable economic growth of agriculture in Russia, which produces primary agricultural raw materials, which are priority products at the federal and regional levels.

The peculiarity of this study is the connection established by the author between the increase in agricultural production and the provision of the domestic market with food, import substitution, an increase in the incomes of the rural population in the short term, and the creation of conditions for the economic and, consequently, national security of Russia in the long term.

The system of state financial support for agricultural producers is aimed at increasing financial stability, economic efficiency of the agro-industrial complex and increasing the number of people employed in the agricultural sector.

The specifics of the approach of the author of this article to the presentation of relevant ways of providing state support is the allocation of both gratuitous and non-gratuitous options for financing the agricultural sector: grants, subventions, subsidies, social contract, preferential loans.

The author emphasizes that in the conditions of financial and economic instability and the agricultural orientation of the Russian economy, the main options for state financing of agriculture presented in the study are timely and in-demand scenarios.

According to the author, the positive consequences of the effective implementation of the considered topical methods of state financing of the agricultural sector are as follows:

- growth of the main macroeconomic indicators (GDP and GNI);

- increase in finished products produced by the agro-industrial complex;

- business activation of agricultural producers, and the growth of their number;

- expansion of the number of taxpayers, the tax base and the growth of tax revenues to the budget;

- improvement of indicators of food, economic and, consequently, national security of Russia.
