CURRENT ISSUES OF FORMING THE REGIONAL POLICY OF INNOVATIVE DEVELOPMENT BASED ON THE DIGITALIZATION OF NETWORK FORMS OF INTERACTION OF INDUSTRIAL ENTERPRISES

Abstract

The article deals with issues related to the modern features of the Russian development of the regional policy of innovative development. It is determined that this policy is based on the coordination of the spatial and scientific and technological policy of territorial development. The rationale is given that the main element of innovation policy is network forms of interaction between industrial enterprises, since these forms have the ability to self-organize and self-recovery after economic shocks. In addition, network forms are the most adapted to innovation. The article analyzes the existing forms of network interaction in the regions of Russia: special economic zones, clusters, priority development areas and industrial technology parks. The main problems associated with the information component have been identified. The need for the development of a national digital ecosystem that combines data on all existing forms of network interactions, as well as the possibility of new forms of network interaction between scientific organizations, is substantiated. This digital ecosystem will reflect the strategic direction of the development of the territory, provide information to potential investors and other interested parties about the priorities of regional development. As a result, the digital platform will become a source of the necessary information for making managerial decisions for stakeholders at different levels: regional authorities, industrial enterprises, scientific institutions. This allows you to quickly receive actual information and increase the effectiveness of regional policy.
