The development of the budgetary system of the Russian Federation and its subjects is one of the key areas for ensuring the security of the state in the financial sector. The purpose of the study is to analyze the methodological basis for building a high-quality budget policy on the example of one of the economically developed regions of Russia - the Krasnodar Territory. For the period 2016-2020. the rule of budget execution in terms of minimizing the size of the budget deficit was not just fulfilled, but moreover, an increase in the level of budgetary discipline in the region led to the fact that the regional budget was executed with a significant surplus. Based on the results of the assessment of the basic parameters of the territory's budget, a conclusion was made on an effective state policy implemented by the regional authorities in the direction of eliminating budget imbalances, which is carried out through strict adherence to the principles of forming a budget system.
