The article deals with the problems of the placement of means of production in regional management. The territorial features characterizing the placement of fixed assets of production are specified. The distinctive properties of the territories that make up the regional management system are formulated. The characteristics of the means of production in regional management are determined. The article considers the organization of the process of developing a regional development strategy related to measures to stabilize the socio-economic situation and strengthen the integrated development of economic ties in the region based on the effective use of available resources, the formation of its own potential of the economic base. The article examines the factors and prerequisites that determine the prospects for the development of the region, which made it possible to determine the sequence of the process of developing and implementing a strategy for sustainable social, environmental, and economic development of the region, highlighting the following stages: defining the mission of the region; setting goals and objectives of the region; consideration of basic investment opportunities and social, environmental, economic strategies; analysis of external and the internal environment of the region and the identification of weaknesses in its development; formation of regional development projects based on competitive advantages; evaluation of the effectiveness of design solutions and their implementation. Based on the conducted research, conclusions have been obtained that allow us to propose an improvement in the process of organizing territorial planning in the regions and in the Udmurt Republic.
