The article analyzes the existing practice of organizing the public procurement system based on the use of price methods. The purpose of the study is to solve the problem of increasing the efficiency of budget expenditures by optimizing the mechanism of public procurement, which is based on the method of multi-criteria selection of suppliers, which allows to eliminate bias as a basis for corrupt practices in the procurement process. The results of the study showed that the coordination of the interests of the state and business is a critical condition for improving the efficiency of budget expenditures, and will also contribute to improving the procurement management system. The difference in the goal-setting of economic agents complicates the construction of an effective public procurement system, since the presence of many interrelated and contradictory targets requires procurement specialists to take into account many diverse factors. The simulation results showed that an increase in the efficiency of budget expenditures is possible when the parameters of the most cost-effective tender offer significantly change its usefulness, but not the price.
