INVESTMENTS IN THE AGRICULTURAL SECTOR AS A DRIVER OF ECONOMIC DEVELOPMENT UNDER SANCTIONS RESTRICTIONS

The agro-industrial complex of the Russian Federation continues to be one of the few industries demonstrating positive dynamics even in an unfavorable macroeconomic environment. A prerequisite for its further development is the steady growth of investment activity. In the article, the authors investigated the investment processes in the agro-industrial complex, in general, in the Russian Federation, and in the Orel region, in particular. It is concluded that the dynamic and sustainable development of the agricultural sector is possible only if the positive trend of its investment is maintained. At the same time, the main source of funds allocated to the development of agriculture should be government spending. This is due to the specifics of agriculture as an industry: agricultural incomes are about 40% lower than incomes received in other industries; agriculture is more dependent on weather and climatic conditions than many other industries. The need for public investment in agriculture is convincingly evidenced by the experience of developed countries, in particular, the EU countries, which have been conducting a Common Agricultural Policy since 1962.
