ORGANIZATION OF MANAGEMENT DECISION-MAKING PROCESSES IN THE IMPLEMENTATION OF THE CLUSTER APPROACH IN THE ECONOMIC DEVELOPMENT STRATEGY OF THE REPUBLIC OF DAGESTAN

The article reveals the issues that need to be considered for the organization of managerial decision-making processes in the implementation of the cluster approach in the strategy of economic development of Dagestan. The author proposes to create a single center for the development of clusters of the economy of the Republic of Dagestan, which will include the centers previously proposed by the governing bodies, as well as add such subcenters, which, if implemented, will become a powerful locomotive of the republic's economy for formation and development. The article proposes to include its implementation in the framework of national projects, as well as to attract investors, based on the use of indirect mechanisms, in the form of a moratorium on taxes for the first five years. It is proposed to oblige investors to launch a full production cycle within this period on the basis of concluded partnership agreements with all related enterprises included in the cluster structure. It is proposed to create conditions for the formation and development of a cluster for the processing of fruits and vegetables, as well as for the extraction and transformation of fuel and energy resources. It is proposed to form a capacious industrial cluster that will make the economy of the border region self-sufficient and will take it out of the situation of stagnation and subsidized dependence on federal investments. The author of the article proposes to develop decision-making for the formation of clusters of the economy of the Republic of Dagestan, an algorithm for making a management decision for the formation and development of clusters of the Republic of Dagestan, the formulation of the task of making a management decision in the formation and development of a cluster, and also that when making a management decision in the formation and development of a cluster, groups of alternatives can be identified, as a result, at this stage it is accepted the solution with the most preferred alternative.
