Currently, the progressive world is one step away from the transition to the fourth industrial revolution – «Industry 4.0», in which many sectors of the economy need improvement, optimization of production processes, improvement of product quality, and growth of competitiveness. The key goal of «Industry 4.0» is the delegation of basic authority from man to machine, expressed in the widespread automation of production processes. Projecting aspects of the transformation of technological development directly onto the Russian Federation, the key goal of this process is to reduce the technological gap between the Russian Federation and more developed countries through the formation of technological sovereignty, against the background of the development and dissemination of its own advanced innovative technologies that meet the requirements of modern trends, thus, the current situation determines the relevance of the study of the problems of transformation of technological development of the Russian Federation, based on the application of instrumental, ecosystem and scenario scientific approaches.
