ESSENCE AND MAIN DIRECTIONS OF STATE POLICY IN THE SPHERE OF HEALTHCARE

The article reveals the essence of public policy in the field of healthcare, its interrelated components: goal, objectives, development resources, political strategy, priorities, methods and instruments of regulation, programs adopted and implemented by government agencies. Among the analyzed factors influencing the development of the studied industry, the greatest attention is paid to innovations, intellectualization and digitalization, which create fundamentally new opportunities to increase life expectancy, reduce the mortality rate, and respect the rights of citizens in the field of health care. In the study, the authors come to the conclusion that specifying the essence of public policy, its goals and priority areas of development allows taking timely measures to modernize it, overcome the risks associated with large-scale sanctions pressure from unfriendly countries, minimize the technological lag and stimulate the transition of the studied industry to modern digital technologies. Modernization of public policy, along with the use of direct methods of influence, allows us to significantly expand the range of economic methods and instruments of state regulation and, consequently, increase its effectiveness.
