The article is aimed at studying the directions of improving the efficiency of activities and strategic development of small and medium-sized businesses in the Rostov region in the context of digital transformation, where in accordance with the State Program and the Decree of the Government of the Rostov region, a scenario of its socio-economic development is built. According to the results of work on the basis of data of sociological research of the business climate, including the problems and prospects of development of small and medium enterprises summarizes the factors leading to the inhibition of the digitalization of small and medium business of the Russian Federation, reviewed, and discussed in detail the necessity, methods and platform of raising the level of digital literacy of the population and entrepreneurs, grouped, and presented the main stages of digitization. Special conditions caused by the spontaneous impact of the COVID-19 pandemic and requiring further research, suggestions and adjustments in the direction of the study are highlighted
