PREREQUISITES FOR PLATFORMIZATION OF STATE STRATEGIC MANAGEMENT

Abstract

Low efficiency of the state strategic planning process in the Russian Federation, caused by a number of system-forming factors, such as weak involvement of society in this process and lack of control over the fulfillment of obligations declared during the formation and approval of strategic documentation recording the directions of socio-economic development, makes it necessary to study the mechanism of state strategic management in order to identify reserves for increasing its efficiency. Intensification of the development of this mechanism is possible only through the improvement of technical and technological processes, the main one of which, in the author's opinion, can be considered platformization. The article analyzes the theoretical and methodological prerequisites for the platformization of public administration and presents a number of current problems that this process can solve. For example, problems associated with the dual management structure, which was identified during the analysis of the public administration process in the Russian Federation. The author came to the conclusion that the development of the public administration mechanism through the expansion of digital tools without platform technologies is unattainable and it is necessary to provide conditions for the implementation of the platformization process of public administration.
