ASSESSMENT OF THE DYNAMICS OF HEALTHCARE FINANCING IN THE MOSCOW REGION

Abstract

The article is devoted to the analysis and assessment of changes in average per capita standards in monetary and physical terms, reflected in the Territorial Program of state guarantees of free medical care in the Moscow region for the period 2022-2024 and the planning period 2025-2027. The comparison was made in terms of the sources of financing of the state program, which include the budget (in this case, the Moscow region) and the compulsory medical insurance fund due to the fact that these sources are subject to different risks that must be taken into account when financial planning at various levels. The main focus of the article is on assessing the dynamics of general standards per inhabitant, palliative care (as one of the main vectors of the national project "Healthcare", assistance to children and the maintenance of paramedic obstetric units (FAP). These directions were chosen for the reason: 1) the government's goal of increasing the availability of various types of medical care; 2) the need for constant monitoring of expenses for the preservation and promotion of the health of the younger generation, 3) the difficult situation with FAPs after their mass closure during the unsuccessful healthcare reform in the early 2000s.
