Abstract

The high uncertainty and high risk inherent in both the domestic economy as a whole and individual business entities in industrial and entrepreneurial activities determine the opportunities for market-oriented adaptation of manufacturing enterprises mainly for the short term. Forced short-term planning horizons do not allow us to have time to fit into the standard by world standards cycles of updating equipment and technologies. Too short operating periods and the limited market, in turn, force the owners of enterprises to abandon the implementation of long-term investment projects. Investments are mainly directed only to maintain the existing level of production capacity, to work out the irregular contractual obligations of consumers of industrial products, which leads to a low degree of utilization of production capacities. Basically, only state corporations engaged in the extractive industry and vertically integrated oil and gas companies have the opportunity to implement long-term investment projects related primarily to the technological features of the development of natural resources deposits. The focus on the short-term perspective also determines the desire of owners to export all their income to countries with a more stable and predictable economic system. Moreover, these incomes often include depreciation funds of fixed assets, which would be necessary to maintain the normal course of the reproductive process and regular compensation for physical and moral wear and tear.

At the same time, to maintain the necessary level of competitiveness in open markets, most domestic enterprises need a radical acceleration of their technical development, a comprehensive update and modernization of the technologies used, often referred in practice to the already historical, 2-4 technical structures. Therefore, it is necessary to develop measures that provide domestic industrial enterprises with access to a qualitatively new technical and organizational level, which will allow them to support digital transformation within the framework of the paradigm of the Fourth Industrial Revolution
