Abstract

During a period of profound transformation in Russian society, the effective functioning of the customs service remains key to strengthening the state's economic sovereignty. Customs performance directly impacts the federal budget and provides the foundation for the sustainable development of foreign trade relations. Strategically, developing a professional talent pool capable of responding promptly to modern challenges and risks is of paramount importance. The success of these tasks is determined by the level of competence and personal responsibility of each customs employee. The qualifications of officials, their willingness to make informed decisions, maintain proper oversight, and assume managerial responsibility are key factors in the effectiveness of customs administration. Regulatory and legal acts interact to form a unified system for regulating the competitive selection of civil servants in customs agencies, aimed at ensuring the legality, transparency, competitiveness, and effectiveness of personnel selection. The achievement of the strategic goals and objectives of the Federal Customs Service of Russia and the country as a whole directly depends on the professional competence and motivation of civil servants of customs authorities.
