The purpose of this study is to investigate the problems of the conceptual apparatus of sustainable development of regional economic systems and to substantiate the differentiation of instruments for measuring the sustainability and resilience of the regional economy. Sustainable development, since 1987 (the year the UN proclaimed this concept), has occupied a dominant position in scientific research. Much scientific research has been devoted to the topic of sustainable development, but they are mainly focused on the sustainable development of the global and national economies; research on the sustainable development of regional economies is still insufficient. Currently, a theory of sustainable development of the regional economy is being formed, the terminology is being clarified, methods and instruments are being defined. A new term, "resilience", has appeared, which is used exclusively for the regional economy, but the concept of "sustainability" of the regional economy remains. The problem of the existence of these two concepts lies in the difficulty of measuring and managing the sustainability and resilience of the regional economy. As a result of the study of the various contents of these concepts, the authors concluded that it is necessary to distinguish between these two concepts, close in meaning, but differing in assessment indicators. It is proposed to define the sustainability of the regional economy as a property characterizing the balance of activities and recorded by indicators. Regional economic resilience is considered the ability to withstand and overcome crises, shocks, and upheavals, and to return to a previously balanced economic state. Differentiating these concepts necessitated clarifying the instruments used to measure them. It is proposed to define the sustainability of a regional economy (which largely depends on resource availability) using indicators of the balance of their use. Resilience (the return to the initial equilibrium state) should characterize the dynamic capabilities of the regional economy. Therefore, indicators of balance have been defined for regional economic sustainability, and indicators of dynamics have been defined for resilience. Differentiating the concepts of "sustainability" and "resilience" and clarifying their meanings allows for a more accurate definition of assessment and measurement tools and the development of sound management decisions.
