PROSPECTS FOR THE IMPLEMENTATION OF ARTIFICIAL INTELLIGENCE IN THE ACTIVITIES OF PUBLIC AUTHORITIES (A CASE STUDY OF THE MINISTRY OF HOUSING POLICY OF THE MOSCOW REGION)

Abstract

Rapid advances in artificial intelligence (hereinafter referred to as AI) are contributing to the transformation of public administration, including the processes of preparing, adopting, and implementing managerial decisions. The study of opportunities for its application is becoming particularly relevant in view of functional specificities and the requirements for transparency and security. This article examines the prospects for the use of AI through the case of the Ministry of Housing Policy of the Moscow Region.

The theoretical part of the study systematizes contemporary approaches to understanding the role of artificial intelligence as a tool for automating routine procedures, data processing, optimizing communication with key stakeholders, automating the routing of requests and assignments, and conducting predictive analytics for risk assessment. Particular attention is paid to the state of digital infrastructure as a key prerequisite for the implementation of AI solutions. The paper emphasizes the need to adhere to the principles of transparency, information security, and the preservation of human oversight over legally significant decisions. The practical significance of the study lies in the systematization of functional solutions for the further development and testing of relevant AI tools. The findings may also be used in the creation of standard solutions and the replication of effective digital transformation practices.
