The article examines the problem-formulation stage as an independent component of the strategizing process—a stage that has remained on the periphery of research attention compared to the phase of selecting and evaluating alternatives. It elucidates the concept of a «Type III error», identifies three levels of managerial situation formulation (surface, operational, and strategic), and systematizes the cognitive, sociological, and politico-economic barriers to the group discussion of strategic problems. The article describes a modified nominal group technique protocol and demonstrates its complementarity with collaborative structured inquiry and the three-level brainstorming protocol. Finally, it outlines directions for the further empirical validation of the procedures discussed.
