ANALYSIS OF THE INSTITUTIONAL SUPPORT FOR THE DIGITALIZATION OF THE STATE POLICY OF THE REGION

Abstract

The formation and implementation of public policy has a key influence on most sectors of the economy and the socio-economic development of territories and the country as a whole. Under the conditions of macroeconomic instability, the amount of data on the factors and events that need to be taken into account in the formation of public policy increases. In addition, society's demand for the quality of public functions is increasing. In this regard, the need to introduce artificial intelligence technologies into practice is obvious. The purpose of the study is to analyze the institutional support of digitalization of public policy at the regional level of government and to develop a model of digital communications, aimed at improving the efficiency of formation and implementation of public policy (on the example of St. Petersburg). The object of the research is the system of public administration. The subject - technologies using artificial intelligence, used in the design and implementation of public policy. In the course of the study we analyzed regulatory legal acts, the purpose of which was to take measures to develop and / or implement into operation state information systems. As a result of the analysis it was found that there are plans to develop an information system to automate the process of formation and implementation of state projects. However, the event providing for the development of such a tool has been cancelled. The functions of the systems "Electronic Budget" and "Typical Cloud Solution for Automation of Control (Supervision) Activities" were analyzed as possible analogues, and their limited applicability in the formation and implementation of public policy was revealed. At the same time, the analysis of the quality of formation and implementation of state programs has revealed the presence of obvious problems with their formation. As a result, the conclusion about the limited institutional support for the formation and implementation of public policy was formulated, which negatively affects the quality of public administration not only at present, but also in subsequent periods. Proposals aimed at solving the problem of digitalization of public policy through the development of institutional support for the introduction of artificial intelligence technologies in the practice of public administration were formulated.
