FORMATION AND IMPLEMENTATION OF PERSONNEL POLICY AT ENERGY ENTERPRISES IN THE FACE OF MODERN CHALLENGES

Abstract

The article examines the theoretical and practical aspects of the formation and implementation of personnel policy at enterprises of the energy complex in the context of modern global challenges. The author analyzes the key trends transforming the industry: digitalization and the introduction of Industry 4.0, the energy transition to low-carbon generation, increasing demands for cybersecurity and environmental responsibility, as well as increased market volatility.

The research methodology is based on a systematic approach and includes: analysis of scientific literature and industry reports; monitoring and classification of external (global and national) and internal (corporate) factors; expert assessments and comparative analysis of practices of leading energy companies.

The article systematizes the factors determining the personnel policy of energy enterprises. Key problems have been identified: the gap between required and existing competencies; insufficient speed of adaptation of HR systems; risk of loss of critical knowledge; low attractiveness of the industry for «digital» talents.

The theoretical and practical significance of the research lies in the development of the theoretical foundations of strategic personnel management in high-tech industries with increased risks. The practical recommendations will allow the heads of energy companies and HR departments to build a more stable and effective personnel policy, which directly affects the operational reliability, innovation potential and competitiveness of enterprises in conditions of turbulence.
